Why has Hollywood Studios got so many tier 1 rides?

Seriously, what's up with only being able to choose one of Millennium Falcon, the Aerosmith Coaster, Mickey's Runaway Railway and Slinky Dog Dash.

That feels like nearly all of the main attractions in the park (or at least the ones worth getting a Fast pass for)!

Along similar lines, in what universe is freaking Jungle Cruise a tier 1 in the Magic Kingdom?

Calling Jungle Cruise tier 1 is like calling Disney resorts deluxe --Disney an call something whatever they want doesn't make it so

Jungle Cruise and Peter Pan were the two MK rides where G+ return times ran out the quickest.

They were both high demand rides, due, at least in part, to the slow loading for both rides.

High demand, therefore Tier 1.
