I read about it, thought "nah", then watched that clip myself. It is the clip of all of the nannies standing in front of the house just before they all blow away and Mary Poppins arrives. Why did they use men? Here is what I think. They were stage hands and were cheaper and it was a quick scene and long before the days of being able to pause the movie in your own home.
Or, they used men dressed as nannies so that those nannies all had a frumpy type of look so that it would be in large contrast to Julie Andrews coming on the scene.
Or Walt Disney was a cross dresser privately.
I am kidding on the 3rd one! It is probably one of the other reasons.
