Why did The Living Seas continue to be built when the company had halted all projects in 1984?

In 1984, the company had almost got taken over and bought and sold in different pieces, the Disney company did not know what the future entailed so they halted production on all projects. My question is why did they continue to build Living Seas in Spring of ‘84 despite what was going on especially since at the time it was the most expensive attraction ever built.

It had sponsorship backing which helped.

Yeah it was already in progress. I seem to remember the ground was cleared at the site and had to settle for a couple of years before the structure and all that weight could be built.

Spnsorship backing and it allowed the resort to offer something that Sea World up the street had.
