The Disney company archivist would be the most authoritative on whether something is real or not. As far as monetary value, you'd want to take it to a shop or auction house that specializes in that kind of item, like one of the presenters on Antiques Roadshow for instance. They could tell you what that particular item is generally selling for right now.

Most antique dealers would have no idea what this is really worth except as an autograph - one of the auction houses (Heritage or Van Eaton) which have regular Disney auctions would be able to put it into more context and determine better value, especially if it's park related vs film related.
