Which water park is best for toddlers/preschoolers?

We've been to both and I would recommend Typhoon Lagoon for toddlers. It seemed there were more little activities for them at TL than at BB. Even my hus and I prefer TL now that we've been to both. Plus with the new slide opening at TL, I think that would be the route to go!

Can the preschoolers ride the bigger innertube rides? Do you put life vests on them??

I would definitely say Typhoon Lagoon. If I want to do some crazy water slides I go to Blizzard Beach, if I want to chill out I go to Typhoon Lagoon. My kids really enjoyed the kid's play area and the lazy river at TL, and they liked splashing in the shallow water at the edge of the wave pool.
