Jack and Sally are usually in the gazebo behind the Christmas shoppee. Lines build up quickly for them though.

The last time I seen them they were behind the Christmas store but once you get there for the party there is a special brochure specifically for the party with all the character locations marked. If you've never done the party and want to maximize what you get to do there I would highly recommend lining up before the party to meet them. I've seen the line for them be literally hours long hours before the party even starts. I also highly recommend that you do this M&G because it's insanely fun! Hope this helps.
