When is free dining?

Does anyone know what dates/time of the year they offer free dining plan with package?

I believe the past couple of years, they let you book it some time between late-April and mid-June, with travel dates between mid-August through late-September.

There's a thread on here about what it may be for 2009.
It looks like it will be modified from what it is now -

Value resorts- No free dining.
Moderate resorts- Free counter service dining plan
Deluxe resorts- Free table service dining plan

The 'free dining' is, of course, an optional marketing promotion that WDW uses to attract guests during what could be a slow period.
They've been doing it for several years now and may have reviewed the results and found that they were giving away the store in some cases.
