When/how are LE pins announced?

For example, I'm hoping they have a "Haunted Mansion Grand Reopening Pin" like they did for IASW when it reopened after it's big rehab, and I'm hoping one comes out for SSE as well. I know I've missed passholder pins and such in the past for events, and some place that had a list of upcoming releases would really help!
