when does HCOE end?

I believe it will run through Christmas 2006. I'm guessing the castle will remain as it is until then, but it's hard to say at this point.

I'm fairly positive that it ends in September '06...

They have been saying September, but they also said it was an "18-month celebration," which would plant its conclusion at November 5th. I would not be at all surprised if they extend it to Jan. 1, 2007.

I just talked to disney today while I was setting something up with my reservations for december and I asked this same question. She said that the celebration is set to end in September, however it is highly likely that they will leave the castle decorated until after Christmas. Obviously this is coming from a CM so you can take it for whatever you feel it is worth.
