When are the princess lines the shortest?

Booking it there first thing is the safest bet. Earlier in the week I got there at rope drop and saw Anna and Elsa were already a 45 minute wait. Peter Pan, for comparison, was walk on. If possible go during PM EMH hours. I'm managed to meet Anna and Elsa after midnight as a walk on.

Other than 'maybe' Buzz (which seems to wildly change from 15 minutes to 45 over the course of the day) I've noticed the two sets of princesses have the most random waits in the park, ranging from 35 minutes on the low end to 80 on the upper end, and often times there will be a difference of 20+ minutes between them (not always with Anna and Elsa as the higher wait time).

The only problem with that theory is that you can't exactly "book it" there at rope drop because of the newer rope drop procedures, plus everyone usually goes right to the princess hall or 7DMT at rope drop.

I guess that's true. I'd say the best time to meet them would be late EMH then, though that's problematic if you have small children that may be asleep by then.

If rope drop and EMH aren't an option, Fairytale Hall is centrally located and both groups have wait times available on the app. Deciding on a threshold beforehand (like, say, you're willing to wait a maximum of 45 minutes) and heading down as soon as it reaches that level may be another option.
