Its really not on water. There is a light blue tile lining the "tank" for Aquatopia, and the water isn't deep at all. The vehicles have wheels (covered by the "bumper buffer") that give the illusion that they are hovering on the water when they are in fact wheeling along a wet floor. Its still an impressive attraction though!
