What time do Fastpass + Reservations start?

I can begin making Fastpass+ Reservations for my trip on Monday, October 9th. Does anyone know what time I can begin making them in the morning so I can set my alarm clock accordingly.

Can anyone explain why, in the name of everything sacred, is it 7 am EDT??? Noon would kill them? This is insane, especially for those of us in the west.

I'm on the west coast, I just stay up until 4am and get it done. I'm a night owl!

At least we west coasters get the benefit of being able to book disney cruise stuff at a decent time--everything for the cruise line online booking at 12am EST! But yes, totally sucks at times to be on the west coast, from flights to adjusting to the time zone once at the parks! My kids are the worst when it comes to trying to get them up at 6am (er, try 3am PST) to try and get to any kind of park opening!!
