Was Disney trying to force Universal Studios not to build a park in Florida?

Back in the 1980's when Michael Eisner was the CEO of the Walt Disney Company, was he trying to force Universal to not build a park in Florida because he was planning to build a park in California near their studio. By the sounds of it this is after Universal Florida and the ideas suggest a mirror of the MGM Studios, to be built nearby the original Universal.

So was this ever considered or just a phantom idea? :shrug:
