I was thinking about staying at the Waldorf Orlando in Orlando this summer, but is it affiliated with Disney World? Like can we still get the food plan, get access to the parks.

You definitely won't be able to get the dining plan if staying at an off-site resort.
If by access to the parks you mean transportation, it looks like they do have a shuttle than runs between the parks (the schedule is right on their website) but off-site shuttles aren't nearly as convenient as Disney transportation... and that's not even that convenient  If staying off-site, I'd suggest renting a car.

You won't have the benefits of things like Extra Magic Hours, Disney transportation to and from the parks (but you will be able to use transportation throughout WDW), option to buy dining plans or package delivery to your resort. However, looking at some of those prices...I'd be tempted to stay off site. Better rooms for less money. You'd have to consider all your options and then decide. If you are driving down you'll already have a car, but if you don't have an AP you'll have to add in the cost of parking. Do you normally use EMH's? If so how will you feel about not getting to go early or stay late? The cost of paying for your meals out of pocket may be cheaper for you in the long run.

The Waldorf is not affiliated with Disney, as others have stated, you would not be able to get any Disney Dining Plan, nor do they offer EMH's.

The Waldorf is part of the Hilton chain. There is a (fairly) new Hilton and the Waldorf inside Bonnet Creek's property. Bonnet Creek is pretty unique in that it is located within Disney Property, so you probably would not find another hotel that is any closer to the theme park gate.

The Waldorf and Hilton do offer (shared) transportation to the parks and to Down Town Disney, but they do not run as often as Disney buses. As was mentioned, you should be able to see their bus schedule on their WEB site.
