The steel pictured is not vertical construction, it is steel thats pounded deep into the ground around a deep hole being dug to sure it up which keeps the dirt from collapsing in on the hole. They are probably installing drainage pipes in that area just behind the wall.

Yes. This.
Walked through FL yesterday and was quite startled to see steel poking above the wall in that spot. Got a closer look...it's nothing related to vertical construction.
