I was told if you have a vacation package you're tickets are not valid until you either you check in for your resort stay or go to the parks to activate. That means if you want to make a fast pass in advance to go to parks before your resort stay starts you can't until the day of.

That's incorrect. You can book FP+ with Disney vacation packages.

I'm sorry I meant I was told by CS with a vacation package booking I am not allowed to book fast pass for any days prior to my resort stay.I have to have my ticket activated. Which I can't do until I arrive in Orlando. So I can't do a 30 day fast pass.

I think what you're saying is that you booked a package including room and tickets, but now you want to make a separate trip to Disney World prior to the date on which your package begins and you want to use the tickets from your package which includes a resort stay beginning sometime in the future. Is this correct? If so, no, you can't use those tickets that are part of the package until the check in day for the package. (but you can make Fastpass reservations for the days of the package 60 days in advance of the check in) If you want to visit the parks before then you need to purchase a separate ticket. Then if you link the ticket to your My Disney Experience account you can make Fastpasses 30 days in advance, or 60 days in advance if you book an onsite room for those dates on which you want to make the earlier visit.

I have no first-hand experience, but there gave been a few posts here on the forums of people who have been able to use the tickets a few days before their package check-in date. However, they could not pre-book FP+ for those days, and may have had to go to Guest Relations to get them activated.

Once you get your WDW confirmation number you can make your FP reservations starting 30 days out (assuming you're staying offsite, 60 days if you're staying on property). We stay offsite every year and have no trouble making FP picks. If your package isn't hooking you up with a WDW confirmation code, yeah, you're out of luck.

If I read this chain correctly, OP has a package booked with Disney and added an offsite hotel before check-in to the resort and wanted to know if they can use their ticket (presumably with more days than their resort stay). The answer is probably yes.

Here are the circumstances for me. I have a work trip planed October 23 - 27 in Championsgate (a few miles south of WDW.) My family is flying in to join me late evening on 27th, I will check-in to Coronado Springs earlier that day on the 27th. I got the entire family a 7 day ticket through ParkSavers for the cost of 4. They only need a five day ticket (unless AK is not open late, which it currently is not, then they will only need a 4 day ticket) but it was cheaper to get them the 7 day through Parksavers.
On my 60 day mark for our check-in to Coronado, I looked and was able to book fastpasses for my visit to Epcot on October 23 and the days leading up to our check-in.

The only caveat is you can not book more days of FP than the tickets in your MDE. Meaning if you have a seven day ticket, planning to upgrade when you get there, you can not have more than 7 days of FP booked. That happened to me in 2014 when we bridged the ticket to an AP for one year.
