I see their first checked bag is $25 and second is $35. Do they allow for one carry on and is there a size and weight restriction for it? I can't find any info. Thanks!

If you haven't flown recently (within last couple months), make sure you measure your carry-on before you go to the airport, even if you've flown with it before. United, Delta and a couple other carriers recently changed their carry on restrictions. Maximum carry-on width is now 14 inches, which makes many bags too wide, even if they meet the other standards.
