Trying to meet up with Annual Passholders during "Blackout" Period

So, we are going to the World December 17-26. My nephew & his wife, Florida residents, are annual passholders and they say those dates are during a blackout period. They had wanted to meet up with us, but they can't get in the parks (unless they pay out of pocket). However, one day we are planning to just resort hop to see all the Christmas decorations at the various resorts. So couldn't they potentially park at DTD, hop the bus to MK and meet up with us at either the Poly, GF or Contemporary and then resort hop with us, without going into any parks?? I'm okay with not doing a park with them because their DDs are 5 and 3, but it would be fun to see the look on Liliana and Briella's faces when they see all those decorations.

Yes and if you are staying at a WDW resort they can park at your resort as a visitor and go with you resort hopping.

Sounds like they have the regular AP and not the PAP with no blackout dates.

Yes, they can park at DTD and ride a resort bus to meet you. (There is no MK bus or any other park bus to/from DTD...it is to discourage folks from parking there rather than pay the theme park parking fee).

They could also park at one of the monorail resorts if they had an ADR and you are meeting them for a meal~ this would be the most convenient way for them.
