Transparent Backgrounds?

Yep...basically..make sure you delete your "background" layer so that you have nothing there (you'll see a grey and white chekerboard pattern instead of the default white)...

then just make sure you paint on layers ABOVE that, and when you export as a gif...it'll be transparent.

What about if you import a picture in and it has a background, how do you make transparent in that situation?

My first instinct when I want to get rid of a large portion of a background is to use the polygonal lasso tool. It allows you to draw virtually any shape, and then you can just hit delete. If your background is a solid color, the magic wand tool can be quite handy, just click to select the area, then hit delete.
