Traffic Jams going back to Monorail resorts at night

Can anyone explain what and why security is doing, stopping cars and busses going to the monorail resorts after they pass through the main gates in the evenings? The past 2 nights i have left the Contemporary heading to DD and seen long backups. Why are they sopping everyone with cones and flashlights?

Is it security or OCSD?

If its OCSD, then I bet its sobriety and/or seatbelts.

Summer Nightastic's perimeter fireworks cause certain roads to become fallout area.

Yeah because of safety and security of the fireworks, certain roads have to be shut down until the fireworks shows are over. It's a safety issue more than anything.

Yes, they screen the vehicles there since that the road is blocked off once you hit the Contemporary.
