How tall is the Tower of Terror building? Also, Why is it only that height and not taller?

The Tower of Terror building is 199 feet. The reason it is 1 foot shorter than 200 ft is because the FAA requires a strobe beacon on all structures 200 feet or taller. Disney didn't want to ruin the theming of this building by having a flashing light on the top. TOT was the tallest structure in WDW until the tower over Spaceship Earth was built. That tower is over 200 feet and because of it, you'll notice a flashing strobe light on top.
