Disneyland and the government say "it is too early" to talk about a third theme park, but have not ruled out the plan.
In addition to the proposed second theme park, Hong Kong Disneyland's third theme park will be at the east site of Phase II, according to the Legco paper released by Panel on Economic Services in April this year.
"To keep open the possibility of a third theme park, HKITP (Hong Kong International Theme Park) has sought a right of first refusal to buy that site at the then prevailing market price and on normal lease terms," the paper says.
Right of first refusal, legislator and barrister Audrey Eu explained, means that if the government wanted to sell the land and Disneyland did not want to buy, the government had the right to sell to others, which gives the government greater flexibility.
In reclaiming land for the second theme park, the government gave Disneyland an option to buy.
"The option gives Disney more rights," Eu said. "Disney is able to exercise the right to buy within 20 years. But the government has to wait for such a long time to sell the land if Disneyland does not build the second theme park in the end."
Reclamation for Phase II is 30-40 percent complete and is expected to be finished in 2008.
Phase II, the site of the proposed new second park, is expected to open in 2010, Financial Secretary Henry Tang said Tuesday.
The reclamation area of Phase II is 54 hectares and the area of the first theme park is 70ha.
