Yes he spins and moves the same way he did atop the old Dumbo. The queue also moves through the big top now, though the playground part is still closed off. You can easily see inside however, and it's definitely not very nice in there, though VERY cool and air conditioned!

I've read that Dumbo area is fully opened. Timothy overlooks the entire area fully animated.
