My idea for this ride developed over the past few weeks or so. It would go in Magic Kingdom's Fantasyland where Mickey's Phillharmagic currently sits (it wouldn't be removed completely, it would move to either Town Square Theater or Animation Courtyard at DHS). In my Fantasyland all the facades have been updated like Disneyland. The one for Sleepy Hollow would be made to look like an old schoolhouse since Ichabod Crane was a schoolmaster. Outside the ride there would be signs heavily stressing how scary it could be for young children. The ride vehicles look like horse carriages and are able to spin at certain points. Before boarding your carriage you give your name to a cast member (more on that later).
The first scene of the ride is where Brom Bones is singing the Headless Horseman song with the townspeople to a terrified Ichabod. The animatronics in this scene would have projected faces like the Dwarfs in 7DMT. After leaving this scene you end up in the forest. The lead up to the Headless Horseman's appearance would play out pretty much as it does in the movie. For those who haven't seen it here it is
You move through the forest hearing strange howling noises as you go. Above you a projection of the moon is shown with clouds shaped like hands closing around it. Plenty of jump scares happen in this scene with ghostly figures appearing to take shape among the trees coupled with loud shrieks. You also pass by a hooting owl. Now, remember how you gave your name to a cast member? Well this is where it comes in. One name is randomly selected from each vehicle and is echoed through the lead up to the Horseman, like how the frog in the film sounded like he was saying Ichabod's name. This is done to make the ride even more creepy for one lucky (or is it unlucky?) rider.
After making your way through the forest for a while you come to a dead stop and a red light illuminates the scene in front of you. The Headless Horseman laughs maniacally, holding in his hands his sword and flaming head as his horse rears up on its hind legs. You then speed away backwards before spinning around to face forward again. The Horseman continues laughing as he gives chase (think of the Carnotaur in Dinosaur). Quick gusts of air above your heads gives the illusion that he's slashing his sword attempting to decapitate you. Those sitting in the back would also feel the breathing of his horse down their necks. Soon a very advanced animatronic of the Horseman appears galloping at your side now very visibly slashing at you with his sword, still laughing maniacally.
A light illuminates the area in front of you revealing the safety of the covered bridge as Brom's words echo as they do in the movie, "once you cross that bridge my friends, the ghost is through, his power ends". Around this time the Horseman disappears from your side but you can still hear him coming. Your vehicle finally makes it to the other side of the bridge and spins around for one last scene. The Horseman is now seen on the other side of the bridge still laughing as he throws his flaming pumpkin head at you. There's a bright flash of light as the head comes close and you turn through the doors to unload.
Edit: this ride could also be built in Liberty Square either behind Haunted Mansion or elsewhere where there's room.
