Tell Me about the roads inside wdw.

I just returned from a great vacation at WDW last week. I was wondering who owns what. When riding on transport from Pop Century to any of the 6 destinations, the roads we travel on are owned and maintained by whom? Is it private property? According to maps those roads are on WDW property. I did see Orange County police have someone pulled over on Buena Vista Blvd. Please help very confused. Thanks

The roads are indeed on private property and maintained by RCID (Reedy Creek Improvement District(Disney.))

The Police presence that you see on propery are there at the invitation of Disney.

I guess because it wouldn't be very Disney-like to have there own people giving out citations on their own property.

Yeah, somehow I couldn't see this going over very well:D Would be cool though if road construction signs had a touch of Disney Magic instead of standard orange.

RCID does provide fire and EMT services though. Those facilities are near Downtown Disney and CBR.

The main thoroughfares are maintained by RCID (with taxes paid to them by WDW). Any internal hotel roads or service roads or roads that terminate in a driveway to a theme park or hotel are maintained by WDW. County roads, State Roads, and US highways/interstates are maintained by those respective agencies in cooperation with RCID and WDW (and paid for primarily with WDW-paid taxes).
