Tactical netting in Disney Land train Rambo scene?

Does anyone know why there is tactical netting strewn to the right of the train between the Tomorrow Land station and the tunnel with the Grand Canyon and dinosaurs? For some reason, whenever I think of the train, I think of this part. I call it the Rambo scene, but I can't figure why they have this stuff in the foliage.

No but I don’t understand why the don’t wrap that Toontown tunnel with screens and give us the Eddie Valiant driving into Toontown scene with “smile darn ya smile” song playing in the background.
