If i want to bring someone else on my trip can i just give the new person the old guests magic band and luggage tag or do I need to formally switch it? I am the main name o the reservation.

Just ring disney its very easy to make changes only time its cost us anything is changing flight details.

Technically you don't need to change anything and no one should blink an eye. The problem arises if guests have their own MDE account and want to resuse the Magic Band and such in the future. I usually do suggest everyone have their own MDE account associated to themselves to avoid any issues in the future if they want to travel again, but if it's a once in a lifetime, then no big deal.
