Who can tell me when the evening spectromagic parade is held...what time?

It varies from night to night. You'll have to check disneyworld.com's Magic Kingdom hours to see if and when it's running.

During the busy seasons, Spectromagic is often run twice. If this is the case, there is a running of Spectromagic, followed an hour later by Wishes, then after another hour there is the second running of Spectromagic. I'd suggest riding an attraction or two during the first running of Spectromagic, then getting in place for Wishes in the hub area. After Wishes is over, get out of the hub area for a bit since there is a mass exodus of people at that time. You should have front row, or near front row seating just about anywhere along the parade route for the second running of Spectromagic.
