UK and Germany are too close to Paris. It'd be like putting a park in Atlanta with Orlando so close by.
They could build in Vancouver. That has a fairly temperate climate, but, it is in the ring of fire area. Virtually anyplace else in Canada would have to short a season to support a Disney Park. There is a difference between occasional snow and look you can see the top of the castle sticking out through that snow drift.Would really love to see a Disney Park here in Canada but I don't think that would ever happen. To be fair though, the Paris and Tokyo resorts were built in places where it snows so who knows.

As much as Saudi Arabia is 'opening up' it's still Saudi Arabian culture in which a big chunk doesn't want any non-Muslim presence in the country. And just like a soft coup opened up SA, another coup, or rebellion, can close it.
Iger also said in the interview any brand new location is years away. IOW, not his problem. Which means that it will be the next CEO's decision to make.
Korea and India (Mumbai) are the next logical choices.

Did you watch WWE's Greatest Royal Rumble from the King Abdullah Sports City Stadium in Jeddah? WWE's women weren't allowed to perform and women in the audience weren't allowed to attend without a chaperone.
