Yes 1QS = 3 snacks, but all snack items have to be purchased in one transaction.

Yes any location that has snacks. Have done it at Starbucks in the parks , World Showcase gift shops that have snacks etc. Most can do it but you may occasionally run into one that does not or does not know how to. Lol
