Shooting Electric Light Parade on film and digital

I will have the chance to take pictures of Disney's Electric Light Parade and was wondering what some sure-fire camera settings are. If shooting on film, what is the best combination for ISO/Aperature/Shutter speed? I will probably be using a canon image-stabilizer equipped lens. If shooting with the 10-D or similar digital camera, what are the best settings for that type of DSLR (same lens)? Assume no tripod is used, and the max lens speed is 3.5

I took pictures at the Osbourne lights, without a tripod, on Fuji press 800 push processed to 1600 and got very nice results. Unfortunately, I can't recall the exact settings used (1/60 shutter i think). And since I'll only have one or two chances to shoot the parade, I'll be stuck with the results.

Any tested/educated suggestions would be greatly appreciated.

With the 10D it should be easier since you can play with the ISO setting.

If i had to veture a *guess*, probably 1/60th or 1/30th @ ISO 400, wide open lens. Any les, you're running into camera shake and the what not... Or blur from the moving parade.

Honestly, this might sound weird but without actually seeing the parade first hand (i havent) and all the different lights & brightness and all that.

You could always just go with the automatic meter, or shoot some quick test shots of random crap before the parade to get dialed into a ballpark range.
