when sitting in the Mine train at the Seven Dwarfs when pulling down the lap bar does it start to click like it’s locking or does it start locking at a certain point?

No clicking that I recall. You simply pull it down until it's snug and you're done.

It doesn't make go down by ticks or make any clicking noise. It's quiet and smooth until you stop pushing it (which is when it goes against your lap).

It'll lock when it can't go down any further. So, if the cart was empty, it would be pushed all the way down to the seat.

If the question really is... is there going to be a problem... I cannot get it down far enough to lock in place. I'm pretty good sized with most of my weight on my abdominal area and I had no problem. If I am mis-reading your question, I apologize.
