when sitting in the Mine train at the Seven Dwarfs when pulling down the lap bar does it start to click like it’s locking or does it start locking at a certain point?

Easy way to test it. Pull it down to where it is comfortable for you. Then try and lift it back up. If it goes up, it's not locked, if it doesn't go up, then it is locked.
