I'm staying at the Royal Plaza in May. It advertises that it's a Walt Disney Resort,. Does anyone know if guests staying there can participate in extra magic hours? (I tried contacting someone at the hotel by email but I haven't heard back)

The only Downtown Disney hotel eligible is the Hilton. As a Guest of the Royal Plaza you will not be able to participate in the Extra Magic Hours. If this feature is important to you then I would suggest staying at a Disney resort.
