Room Only Discounts?

I'm considering a trip in September. There are resorts I'm interested in, but I'm not willing to pay the rack rate. It appears that you have to be a passholder or military to get a room-only discount. Do you think that will change in the near future?

You do not have to be a passholder or military to get room only discounts.
Disney offers room rate and package discounts to the general public. It just may or may not jive with your trip dates.
The current general public room rate discount run most nights from March 6 through July 7th.

It seems like the AP discounts haven’t been as frequent as in the past. Perhaps a sign that would discourage AP renewals.
