Does anyone know when the braclets will be put into place,we are going down in November.I also heard a rumor that fastpasses will be avaliable for all guests, even those who stay off grounds. Is this true?

Unfirunately, this has come up many times before. The short answer is that when Disney is fully ready to debut them, there will be no shortage of announcements and coverage. Until then, all is still up in the air.....
