This is a bit of a different question so if this should be moved please do so. Our family is going to be visiting the St. Pete area in a couple weeks. We've been to WDW many times, but one of our daughter's friends that will be with us on the trip has never been to the World. We're planning to drive over to Disney Springs one afternoon/evening just to give her a little taste of what Disney is about. We were wondering if we could ride the boat to POFQ just to show her around the resort where we typically stay? We obviously wouldn't have active Magic Bands (although we still have the three from our November trip), and I wasn't sure if the boat captain looked for bands on the people that board the boat.

Are there any restrictions on actually being a resort guest to ride the boat?

You can ride the boat that is not a problem. They do not check magic bands being anyone can use Disney transportation. The only thing you can't do is swim obviously at a resort if your not staying there. But transport, walking around, eating, or shopping is totally allowed. Enjoy! ;)

Great! Thanks everyone! We've never tried to do anything like this before so I just wasn't sure. I had a feeling this was the answer, but I thought I'd get some more expert opinions!

We just got home from a week at WDW and we went resort hopping a couple of evenings last week. We stayed at SSR and one evening we walked over to DS and boarded the boat to POR. From there we hopped a bus to MK then a boat to GF. After exploring the grounds and lobby at GF and seeing the big Easter eggs that were still on display, we walked over to the Poly and had a Dole Whip at Pineapple Lanai, watched the torch lighting ceremony then walked over to the TTC and rode the monorail over to Epcot, just to ride the monorail. From Epcot we got a bus back to SSR.
That was several hours of just enjoying seeing other resorts and we used busses, boats and the monorail. Although we were staying onsite, we could have done the same thing even if staying offsite, or just visiting for the day.
So, that is my long-winded way of confirming what others have already said, yes, you can use the Disney transportation. It is not restricted and you don't need any magic band to use the boats, busses or monorails.
We often stay offsite and still go over to WDW and resort hop.
