Does anybody know if you can upgrade resorts? Our trip next month was a gift and the person selected All Star Movies, which is fine, I love the all star resorts. But is there ways to upgrade to like the Art Of Animation resort? is switching resorts even allowed?

Yes usually you can upgrade. You will just have to pay the difference. They don't let you downgrade for sure.

If you're willing to pay for it and its available, they'll move you.

If you just go in and say you'd really like to stay somewhere bigger or nicer, they will not move you for free.

Yes you can. You can make any changes penalty free as long as they are 45 days prior to check in. After the 45 day mark there is a $50 change fee (since you will be increasing the cost, they will more than likely waive the fee).

They do let you downgrade. I switched from POFQ to POP and they just gave me a refund for the difference since I was paid in full.
That's nice to know. I want to stay in AB room at POR but every time we booked (3 date changes now) with the military room discount I get a royal room. I thought I would wait until we are there to make a request.

You would most likely want to call and try to do this in advance. I'd personally rather know in advance where I was going to be staying. Otherwise getting off the plane, going to the resort, having to call CRO while at the resort, changing the reservation, trying to figure out how to get to the other resort (unless you have a rental it would be a 2 bus transfer, tying up 30-60 minutes), etc. Just not worth the hassle to me. Call beforehand and try to make the change.

you can, but since your are only 2 weeks away you will be charged the change/processing fee (unless they waive it because you will be going up in price).

The exception to this is a room only reservation made on the phone. If the trip is room only and was booked on the phone you can modify it up to 5 days out with no change fee.

Definitely agree if you want to sweitch resorts do so now before you arrive. It will simplify the process. All you have to do is call Disney to do the switch and pay any difference in cost.
