Resize for avaitar use

Can anyone resize this so I can use it as an avitar? I still want it animated and keep it that size, but I need to make it smaller (less bytes).

It's under 20k now but I had to throw out most of the colors and most of the frames. Unfortunately, I don't think there is any other way to get the size down.
