I am making a reservation for chef mickeys, what I need to know is do I add a infant to the reservation? Also 2 kids under 3?

Yes. You add every member of the party irregardless of their age.

And the reason: If you make a reservation for 2, they'll only reserve a table big enough to seat 2 people. Because kids take up chairs (or their highchairs take the space of one), they have to account for them when assigning the proper sized table.
