How come "Walt Disney Proudly Presents" some things, and "Walt Disney Presents" others?...Who decides what should be "Proudly" presented?

Heh. I'm sure they don't have a code (X scenario is proudly, etc.). It may just have to do with the trailer nature. i.e. you'll see it in a drama, but not a silly cartoon.
