My mother and I just bought our annual passes to WDW and we're wondering if we are able to purchase souvenir cups that we could refill that would last our pass? Do they have souvenir cups for annual pass holders?

Question about souvenir cups!

- You can purchase souvenir cups in the theme parks, but they are not refillable. Don't even ask. No refills in the parks. If your AP entitles you to a merchandise discount, some merchandise locations (like the Confectionary) sell bottled beverages that your discount would apply to.
- At the resorts you can purchase a refillable mug valid for 1-14 days that is refillable at any resort. There is an RFID chip in the cup that activates the soda fountain, so they have largely shut down cheating with old mugs.
- Water parks have a daily refillable mug for sale. Note that these are currently separate and not interchangeable with the resort mugs.

Nope.
Refillable mugs can only be purchased for length of stay (up to 21 days). Here is the price chart:
Also, they can only be used in the resort hotels, and can not be used in the parks.
Just bringing this up as well..If you go to the water parks they do have Mugs that are Refillable on day of purchase only and each time you go for a refill you scan the barcode that get's attatched to the mug..
