If I'm looking at a resale and it says banked points need to be used by 12/1/15 is that for the actual stay or just need booking by that date for a stay in 16. Also the use year is dec what does that mean sorry for being stupid.

The 12/1/15 points have to be used by that date, not simply booked by. The use year refers to when the new points get put into your account. So a December use year would mean on 12/1/YEAR your yearly point allotment(plus any banked points from the previous year) would hit your account. This has nothing to do with when you can book, i.e. you don't need to actually have the points in your account when you book you just need to have the points in your account when go. So, say its April and you want to plan that Christmas trip but your use year is December and you don't have any points currently in your account, you can still book that Christmas trip. Since the points will be in you account on 12/1 you can book a stay for 12/1 or later even though you don't have the points yet. Also, a December use year would mean you would have until the end of July each to bank any points that you want available the next year.

You can bank points for one year. You can also barrow points too so you could have up to 3 year's worth of points in one year if you were to bank the previous year's points, use the current year's points and borrow the next year's points.
Ok thankyou so say I purchased this I could use the points I get this dec for feb next year as long as there is enough going into my account and bank 2016 and then use them 2018 have I got that right

Whatever points you bank have to be used by the end of the next use year. So that would work thankyou cause we normally go in feb each year but we are missing 2017 as going to Charlotte. I'm so torn what to do

I'll take your 2017 points. I promise to put them to good use;)

You could rent the points out and use the money to pay your maintenance fees for 2 years. Right now the going rental rate is roughly double the annual fees or a little more depending on the resort. You could also bank as @Tom suggested.

So you're looking at a contract that has a use year of December. The contract has 2013 points that need to be used by 12/1/15. The contract should have some, maybe all of 2014 points still available. So if your next vacation is going to be 2/2016, and you're not going to go in 2017, this is how it would work.

The dates sound weird because you get your points at the end of the year, so a 2014 point for this contract is good until 12/1/2015 or can be banked until 12/1/2016.

2013 banked points that come with the contract will be lost unless you plan another trip before 12/1 this year.
2014 points should be banked by you. That will give you until 12/1/2016 to use them.
Your February 2016 trip should spend a little more than 2 years worth of points. That will use up all the banked 2014 points, all the 2015 points and some of the 2016 points.
In 2017, bank whatever is left of the 2016 points.
In 2018, use at least all the 2016 points. You will also have the 2017 points available and can borrow the 2018 points.

Once you get into the cycle of using points, it's not as difficult as it sounds to see what's available. The DVC Member site also shows it very clearly.
