At what point of membership are you allowed to post links? i.e. minimum number of posts, length of membership

I had read a post somewhere that I had wanted to share (can't find it now ;) ). Being a mod of another forum I know we have restrictions on posting links so I just wanted to understand what all of the policies are here :)
