I posted up to 290 yesterday. Today I posted 3 more. It's still 290. What's up with this? This happened before too.

Nope not really weird.
It was done on purpose. Early on in forum history members would compete for higher post counts and would post very short, pointless posts in chit chat to raise their counts. It really shouldn't be an issue, post counts don't really serve any purpose.

Is there a way every new member gets "dragged" to the Forum rules and Announcements board when they first sign in? Or maybe get an automated PM with this info?
