so right after i bought the the Platinum Plus Pass can i upgrade to the Disney Premier Passport in person

at any guest relations/information/ticket booth building for guests. How will that work? what are the perks of the Disney Premier Passport?

Yes you can upgrade it...HOWEVER If you do you better make sure it's worth the cost of $2000!!! And also taking the advantage of going to Disneyland during that One year of having it besides just going to WDW...
