If you are running Windows XP with Service Pack 1 or higher, I find that the easiest way is to install the Windows XP Image Resizer Powertoy. After installation, just right-click on any image file, and you should see a "Resize Image" option. The powertoy can be found here.
I don't know about the powertoy mentioned above, but it sounds good.
Alternatives - if you have a digital camera it may have come with some software that will give you a bit more control over changing pictures.
Or You can resize with the "Paint" program that comes with Windows. From the "Image" window there is a "Stretch and Skew" option. Select that and decide what percentage of the original size you want the Horizontal and Vertical to be.
Once done go to File > Save As and then give the smaller image a new name so that you don't lose the original.
