Okay say I buy from resale DVC site . I want to buy 300 points from hilton head which seems to be the cheapest resort to buy from.

what is the down side to being a second owner?

What is the home base for?? Do I get first come first serve at Hilton head and jipped everywhere else?

Should I bite the bullet and buy from where I would want to stay like Boardwalk or the beach club villas???

This DVC is confusing like when do I bank points and when do I make reservations? I always stay in Sept would I get the free dining ?? Thanks

The general rule is "buy where you want to stay." Having a home resort means you can make reservations at that resort 11 months in advance... as opposed to seven months in advance at other resorts.

Hilton Head may be the cheapest resort to purchase, but it has the second most expensive annual dues at the moment ($5.16 per point, VB is over $6). The dues (at any resort) will eventually be a greater expense than your original purchase price. The general thinking is to Buy where you want to stay.

No, you wouldn't get free dining if staying on your DVC points as free dining is a promotion that is part of a room and park ticket package. You can still get free dining, but you'd have to get the package deal and pay for your room (instead of using your DVC points).

Other things to consider is that your DVC purchase expires in either 2042, 2054 or 2057 depending on which resort you purchase at. Only SSR and AKV (and some OKW contracts) expire at the later dates.
