Really curious to know if you can combine a pin that is not offered to general public and a offer like FREE dining plan that is advertised.

You can try, and I would just in case... but the dining plan even states in the details that the offer isn't good with any other discounts... But hey it never hurts to try.... You might find that in the end you are having to determine whether the pin is worth using or not if you are set on using disney dining.
