Yes, Disney's grand plans to completely transform the eastern gateway are stalled for now, but they now they already required the land necessary for the project. The Carousel Inn is destined to shutter (please tell me if this is changed) and once the lease on the government (?) building above the Pumba lot expires (not in red), that will surely be raised as well. They won't be building a structure, but DLR could always use more parking. It hasn't been announced, but I would not be surprised if this area is cheaply converted into an expanded "temporary" surface lot (like Toy Story Parking) for those busy days. The Carousel Inn could be replaced with a simple path to harbor if Disney desires. The point is, Disney can add some additional parking capacity to the eastern side of the resort. I think all the leases expire in 2018, but this is something Disney can do very quickly in time for Star Wars Land. Given Disney is going through the effort to add a mere 400 spaces to the Toy Story Lot, I would think this is a worthwhile project.

Pumbaa currently has 1,300 spaces. From an eyeball comparison, the new land is of similar size, so it could fit just as many spaces. That's triple the size of the Toy Story Lot expansion. Another benefit of expanding here to some degree is great freeway access separate from M&F. Even if Disney decides to use it for CM parking only (which would be logical if Disney is set on pivoting from guests entering from Harbor), this is still a lot of parking relief. In fact, I think CM parking is the most likely fate of this entire area for the time being.

Does anyone know the status of 1515 S Manchester Avenue? (black box, government building?)

All things considered, yes, Disney has a parking problem. But I think a lot of people overestimate how difficult it is to fix.

The business' on Harbor would love this plan. Have all those extra people coming their way before and after the visit to the park.

I believe the Carousel Inn is now shuttered. There was a green fence around it.

It would be a lot easier for cast members to get to costuming and more parking for them. It would give Disney an excuse to close the eastern gates and make them cast member only entrances in interest of "security". They would still have their emergency exits. Authorized vehicles can still use the loading zones. That would give the big middle finger to those hotels.
